Louisiana Child Care Training Hours Requirements: Annual Hours and Topics for Licensed Staff

October 14, 2026

Annual Training Hour Requirement Under Bulletin 137

Licensed early learning center staff in Louisiana must complete 12 clock hours of continuing education per year under Bulletin 137. The requirement applies to directors, lead teachers, assistant teachers, and aides at licensed centers. The Louisiana Department of Education enforces it through licensing inspections.

Hours must be documented in Louisiana Pathways, the state's professional development registry. The 12-hour requirement is measured from the staff member's hire date or from the end of the previous 12-month period. A teacher hired in March completes her first 12 hours by the following March, not by the end of the calendar year.

Who the Requirement Applies To

Directors, lead teachers, teachers, assistant teachers, and aides must complete 12 hours per year. New hires must complete six hours of orientation training within 90 days of employment, separate from the annual 12. Staff working fewer than 20 hours per week are not subject to the 12-hour annual requirement.

Required Training Topics

At least three of the 12 hours must cover health and safety topics, including preventing illness, injury, and sudden infant death syndrome. At least one hour must address child development and learning. Directors must complete at least three hours in program administration or leadership within the 12 hours.

Staff who work with infants must complete at least one hour on safe sleep practices. CPR and first aid certification is required for at least one staff member per classroom but does not count toward the 12 annual hours. Louisiana separates emergency credential requirements from the continuing education total.

Orientation Training for New Hires

New staff must complete six clock hours of orientation training within 90 days of hire. Topics include Bulletin 137 regulations, child abuse and neglect reporting, emergency procedures, and supervision. The six orientation hours are separate from and do not count toward the annual 12-hour requirement.

Louisiana Pathways offers orientation modules that generate a certificate upon completion. Directors confirm that new hires complete the orientation within 90 days. An assistant teacher hired in January must finish the six hours by early April, then complete her first 12-hour cycle by the following January.

How Training Hours Are Documented

All training hours must be recorded in Louisiana Pathways. Approved training providers submit completion records directly to Pathways, generating a transcript for each staff member. Staff must create a Louisiana Pathways account and provide their account number to their employer.

Directors can view staff transcripts in Pathways only if the staff member grants permission. During licensing inspections, the Louisiana Department of Education reviews Pathways transcripts to verify compliance. An inspector will ask the director to produce the transcript for each staff member showing 12 hours within the 12-month period ending on or before the inspection date.

Approved Training Providers and Course Types

Training must be delivered by a Louisiana Department of Education-approved provider to count toward the 12 hours. Approved providers include colleges, CCR&Rs, Head Start agencies, and organizations listed in the state's approved continuing education document. Online courses, in-person workshops, and conference sessions all count if delivered by an approved provider.

Self-study modules that generate a Pathways certificate upon completion count as one hour per module. Staff cannot count college credit hours or CDA coursework toward the 12 annual hours unless the provider is approved and submits to Pathways.

Where Programs Get This Wrong

Directors assume CPR and first aid training count toward the 12 hours, but Louisiana does not include certification courses in the annual total. Staff complete training with a non-approved provider, and the hours are never recorded in Louisiana Pathways, so they do not count during an inspection.

Directors do not track the 12-month cycle from each staff member's hire date, leading to gaps in compliance for staff hired mid-year. New hires miss the 90-day orientation deadline because the director does not monitor completion separately from annual training. Multi-site agencies struggle to pull Pathways transcripts for all staff before an inspection because staff have not granted director access.

A common scenario: a lead teacher completes 12 hours in January through December because the director tracks training by calendar year. The teacher was hired in April. At a March inspection, the teacher is three months past her 12-month deadline and the center receives a violation.

How Agencies Track Training Hours Across Staff

Directors and CCR&R coaches who oversee multiple centers need a system to track each staff member's 12-hour cycle, topic requirements, and Pathways status. Agencies use Solutionwhere's Coaching and Professional Development module to record training plans, assign courses, and monitor completion by hire date.

The system flags staff who are approaching the 12-hour deadline or have not met the three-hour health and safety topic requirement. Supervisors can generate a pre-inspection report showing all staff training hours by topic and provider without logging into multiple Pathways accounts. CCR&Rs and Head Start agencies use Solutionwhere to document coaching visits and professional development plans alongside the training hour tracking required for licensing.
